Tips for Success and Time Management in the Dept. Exam (Paper 2)

For many MBBS doctors working in government service, Departmental Examination Paper 2 can feel very different from the medical exams they are used to. Instead of clinical knowledge, the paper focuses on laws, rules and regulations applicable to government offices, making smart preparation just as important as hard work.

Here are some practical strategies that can make Paper 2 preparation easier and more time-efficient.

Mark Your Book With a Purpose

Don’t simply underline everything in the book. First read the question and its answer, understand what is actually relevant, and then mark the important portions. This makes revision faster and helps you locate the information more easily during the exam.

Don’t Blindly Copy Someone Else’s Markings

A senior’s or colleague’s marked book may look convenient, but copying their markings without understanding the material can create confusion. Your markings should reflect the questions and points you need to remember.

Read the Material at Least Twice

You do not necessarily need to memorize every line. Two careful readings can significantly improve familiarity with the rules and make recall easier during the examination. However, reading alone is not a guarantee of passing—understanding and practising the material still matter.

Save Time by Writing What You Know

When you already remember an answer, write it directly from memory instead of repeatedly checking the book. This small habit can save valuable examination time and leave more time for questions that require thought or verification.

Focus on Completing the Paper

Avoid spending too much time trying to make one answer unnecessarily long. Aim to give complete, relevant answers and manage your time so that you do not leave other questions unanswered.

Be Accurate With Laws and Rules

Paper 2 requires particular attention to legal and administrative references. The official syllabus includes areas such as the Government Servants’ Conduct Rules, disciplinary rules, service rules, leave rules, financial powers and other government regulations.

So, when mentioning a rule, Act, section or provision, make sure the reference is correct. Guessing a legal reference can weaken an otherwise good answer.

Final Advice for Doctors

As a doctor, you may already be comfortable studying large volumes of information. For Departmental Exam 2, the key is to study effectively: understand the questions, mark selectively, revise efficiently and manage your writing time. A focused approach can make this unfamiliar subject much more manageable.
